so what are my chances at all the UCs (preferably the top 3) and also University of Chicago, UPenn, and Cornell? (hopes are not high for those)

Berkeley, UCLA, Chicago, Penn, and Cornell are all reaches. This is largely because of your GPA; junior year is very important. With great essays, you’ll have a better shot, particularly at Chicago; many students with not-quite-so-high GPAs/ranks can get in because of their essays/other parts of the application.

UCSD is a high match; UCSB, UCD, and UCI are matches - safe matches because of your scores; and UCSC, UCR, and UCM are safeties.

Being a low-income student will help, especially if you can tie that into your essay. The first essay is about your “world” (your family, community, etc.), which would be a great opportunity to discuss the adversity you’ve had to overcome and how your income starkly contrasts with the environment you’re in–that sort of thing.

but i still have a shot at Uchicago and the top UCs?
even with the poor junior year?

Yes, you do.
