Chance me PLEASE... I don't know where I should apply

I'm really unsure about where to apply.
I have only 8~10 places to which I can apply and I don't know
which colleges to choose. I've set Cornell as my highest reach school, and UCLA as my good chance school, but someone has recently told me I should apply to harder schools. Now, I'm really confused.

Here's my stats:
Asian Male from really competitive public high school in MD.

GPA 3.67 as of 9/2/07.
weighted: 4.1 something.

SATI: verbal 730 writing 700 math 800
(didn't study at all, so i think if i study i can get a better score this Oct.)

SAT II: chemistry: 760 biology: 700 MathII: 800
(didn't study except for bio. Will study and take on November. )

AP: Gov 3 Eng 3 Chem 5 CalcAB 5 (didn't study)

EC's: no notable ECs, the best I have is like some mayor's award or something for community service. I'll list more upon request.

I came to US in my sophmore year, but went to a international school in my freshmen year.

9th: The int. school didn't offer any honors or ap classes. ended up with a B in English, A in others
10th: took Government AP and few honors g/t classes. ended up with B in English, A in others.
11th: took 4 APs. 1st qt, 2nd qt, midterm straight As. Then in 3rd qt, grade dropped. And 4th qt, suffered from emotional turmoil from who knows what.. (i will right essay on this).. and ended up with like F's and Ds. Finals... got good grades for those classes I could end up with A on.
Final Grade.. like 4 Bs and 3 As.
12th(now): Differential Equations G/T, Calc C AB, Spanish IV honors, Physics 2 credit AP, Eng Lit AP, Math Science Technology Research.
2nd half of my junior year is the time when all the SATs and APs were all together, so I didn't study for any of them.

With all this in mind, could someone tell me where I might have a good chance at(for EDs and Regs)? Our school's transcript packet that is sent to colleges do not show individual quarter or semester grades, but final grades of each year. Therefore the colleges will see only Bs for my 11th year, not Fs. But I'm thinking of somehow including in the file the grades for 1st through midterm grades of my 11th year, and writing an essay about what went through me during the 2nd half.

Are you a US citizen or permanent resident?
What is your class rank?

Cornell is unlikely/ REJECT, and UCLA out of state is very hard.

Your breakdown in the second half of junior year is odd. It should be some valid reason.

I'm US citizen
I don't know my exact class rank yet, but
probably within top20%

Cornell: REJECT
UCLA: High Reach if out of state

Don't write an essay about your emotional turmoil in junior year. It may end up actually hurting you chances. Why?
Well adcom knows that junior year is extremley stressful, and u breaking down due to the stress just shows them that you might now be able to handle the extrem pressures of college.

Unless the breakdown was because of something OTHER than pressure/stress, i reccomend you NOT write an essay about it

agree with above...why do you keep saying that you "didn't study"...

^ to try and show off that he can score that high without studying?

if anything, writing "didnt study" is not a good thing. it make US feel as if youre not trying at all. (althought it will not be us, rather the adcom that will make the decision of whether or not youre accepted)
