Chance me PLEASE! Intern. high GPA,low SATs!.

Hi,
I am from Kyrgyzstan, although I'm a U.S citizen.
I study in one of the best private schools in my country. I am graduating this year at the age of 15.
I am fluent in 4 languages (English, Russian, Kyrgyz, Turkish).
Although I am very good at math (future computer programmer), I suck at standardized tests (ACT, SAT). I feel myself really nervous when taking them :(
My stats:
SAT (superscore) : 1640 (yup, I'm stupid :( )
Retook in in November, waiting for my scores fingers crossed
Taking SAT II Math Level 2 in Dec.
ACT composite: 23
We don't use a 4/4 GPA system here, but 5/5 system.
So far, I have 5.0/5.0 from my sophomore class, and 4.8/5.0 during my junior.
Although we don't have APs here, I take the most challenging classes available.
Very good recommendations and essays.
Extras:
Class rank - 1/80
President of school debate club
Actively participating in schools social life, Parliament tech.
Regional English Olympics - 1st place
National English Olympics -2nd place
Organized first ever robotics club in my school - president
EC's - basketball, computer programming, currently working on a new social networking project, volunteering in an orphanage for invalids, school radio DJ
Where can I apply?
So far, here's my list (gonna cross out more than 1/2 and leave approximately 6)

• Binghamton University--SUNY

What are my chances of being accepted to the universities above?
Please, feel free to advise on how to increase my chances.
Thanks in advance :)
