Chance me please, need help financially

Hi everyone.. so basically my situation is a little tricky. My family has been in a tough financial situation for the last couple of years. My dad was laid off, and later got a job that paid 110,000+ a year, but we were completely behind on bills/ with bad credit score. To build up credit & pay back all the money we basically have been having a really hard time, not to mention my older brother attends Providence College with not a lot of aid. So what all of this rambling means is I need to figure out a college where I could possibly get some merit money, since although money is tight we do not qualify for any drastic financial aid.

Here are my stats:

nothing great I know, here are the schools I am considering:
UCONN
Syracuse
Tulane
here are my reaches, I know i will get no money/may not get into them but everybody has to have them:
Lehigh (reach)
George Washington Univ (reach)
NYU (reach)

I'm interested in universities, not so much LACS just not my type of atmosphere, my guidance counselor already informed me that Syracuse is VERY generous to students at my school, especially with stats like me, so that so far is a safety, but i am really considering UCONN, visited it, loved it, close to home, could I definitely get in if I raised my SAT to 1900+?

Also is it worth it to take the SAT IIs? I have to pay for them myself, and i'm already paying for another SAT and ACT in the fall, so I need to know its worth it.

Thank you to anyone who took the time to read this very long post and for any answers! :-)
