Chance Me Please? Virginia Tech? Will Chance Back!

So I am currently an instate Jr. who is looking into majoring into the Environmental Policy and Planning major with a minor in History. My GPA for my freshman year was a 3.3 with no honors while my sophomore year I had a 3.4 with two honors, bio and english, and an additional science of astronomy which I did well in (B). I did take environmental science my freshman year. Also for sophomore year I held a part-time job and was in my schools GSA. My schedule as of this year looks like this:

Alg Functions
AP Lang/Comp
Aerospace Technology
Honors Chemistry
Guitar Lab (I know, nothing special)
Spanish 3
AP US History

My math situation is a little complicated as I switched schools in between my sophomore and freshman year (hope to discuss this in a personal statement) and due to issues regarding the switch I was not able to take Alg 2. But during the summer I plan to take Alg 2 and pre-cal senior year. My GPA for junior year (1st quarter) was a 4.0 weighted and a 3.7 unweighted. I am vice-president of my schools GSA and am currently seeking volunteer hours. My senior schedule will hopefully look something like this:

Pre-Cal
AP Gov
AP Lit
AP Env Sci
AP Euro His
Economics and Finance (Required by state to take)
Independent Study (Science elective where you focus on a few select experiments throughout the entire year)

I realize my first two years of high school weren't the best, though I'm hoping the school will notice the improvement I've made year by year. In regards to my test scores I took the SAT and received a 1290 (I know poor score) but do plan to retake it with some prep courses and help under my belt. Also, if it helps I have a grandfather, a few great uncles, and a cousin who attended the school, and like I said I am state. Please chance and offer advice, thanks :)

I should add, if it means anything that at 2 (1/2) I was adopted from Russia and am gay. My adoption is something very personal to me and has been a serious impact on my life as I have been actively searching for my family and am learning russian. I would assume writing a well-written essay or statement on my adoption would help, not sure, just wanted to add it in there.
