I am really interested in both Information Technology and Technical Theater. I am instate in Illinois. Would you tell me what you think my chances might be at the following schools?

This will determine a lot.
Where else are you applying?
I know MI is very expensive for an out of state student. Illinois would be a far better choice for me, financially. Right now I am just wondering if I even have a chance of admission at either school.
Admission to a university you can’t afford is pointless. It’s a waste of time and resources. A good college list would have 2 safeties - colleges you know you’ll get into, like, and can afford -, a few matches, 3-5 perhaps - colleges you think may accept you, like, and can afford - and finally as many reaches as you wish or can afford - colleges where you know it’s a long shot but you can still try because it’s not totally unreachable, plus you know they have good financial aid if admitted.
If you have a low EFC, UMichigan may have financial aid. If you don’t have a low EFC, then it’s 55K.(Keep in mind that you can borrow 5.5K, so, do your parents have 200K in a college fund for your education, or can they afford 50K/year out of income?)
You know if a college is affordable by running the Net Price Calculator and showing the information to your parents.
UIUC is a match. Now you need to find a handful more matches and your 2 safeties.
UIUC is a match to low match depending on your major. For UMich, the CoA would be $55k to $60k per year. Unless you are from a very low income family, your out of pocket cost would be likely very high if attending UMich. For UMich, your GPA is fine (within mid 50), while your ACT is above the 25th percentile but below admission average. It would be a low reach to reach for you as the OOS admission rate is 20% this year and likely lower next year.
