Have you discussed college finances with your parents? That discussion could greatly affect your short-list.
You will maximize your chances if you strive to achieve ACT scores that are at least in the 75th percentile for that school. For example, the 75th percentile at Columbia is a 35 while at Syracuse it’s a 29.
I would say that you have a very strong shot at getting into NYU, Syracuse, BU with between a 30-32. However, I agree with magtf1, if you get the ACT higher, it will definitely help your chances at the rest. Your stats are very impressive.
