Just wondering, does wasting an SATII on Chinese really help you? Wouldn't be like a native speaker of English taking the TOEFL. Chances: UCLA stretch, UCSD stretch/match, UCSB on down-- good chance. You'll be at a UC studying eng. in the fall.

what about irvine and riverside. so you think that santa barbara is a match to a safety, will being an engineer major lower my chances

Engineering major does lower your chances, yes.

UCLA-Reach
UCSD-Slight Reach to Reach
UCSB/UCI/UCD-Match
UCR-Safe Match

SAT I best score has to be from a single sitting. That being said,
UCLA-Reach
UCSD-Slight Reach/Reach
UCSB/UCI/UCD-Match
UCR-Safety
CP SLO-Match
CP P-Safety

SAT should be mid 2100s to be competitive for SD EE. If you apply to LA still, I wouldn't suggest going for EE straight out, since that pool is much stronger than what you're at. Go for a Letters and Science major and transfer in after a year if you really want to go there.
