<p>You have decent chances as you have no financial aid requirement. I suggest you to apply to some top public schools. They accept many int’l students with ACT scores like yours. One good choice is UNC-CH (on your list)</p>
<p>Although you said that UNC-CH is a reach, you never know till applying. Public schools are not like the ivies. They accept a wide range of applicants.</p>
<p>You could also apply to:
U Minnesota-Twin Cities (great university for finance major. actually ranked in the top five for grad schools in Business/Econ/Finance in the US. My relative went there You should surely apply there)
SUNY-Binghamton (Great university. Actually a 'Public Ivy)
U Mich (ranked in the top 20, world)
UC’s (UCLA, UCSB or UCSD) You know how great they are!</p>
<p>Rest of the universities on your list are great choices.</p>
