If you don't mind the location, you might want to consider Stanford. It may be a reach for you, due to your stats, but your ECs look good. 98% of entering freshmen last year had ACT scores above 24, so you should be okay there especially considering your commitment to ECs. Looks like you're really devoted to tae kwon do and BPA, so perhaps you can write some great essays about why you enjoyed them and what you learned from them. Remember to reveal who you are and what you're interested in your essays; don't just laundry list or describe your activities.

The reason I suggest Stanford is because its psychology program is #1 in the nation (okay... that's grad school, but I think it's fair enough to generalize and say that its undergrad psych kicks butt too). There is no neuroscience major at Stanford, but there is a neuroscience focus in the psychology department. Another option is to major in biology and focus on neurobiology; Stanford is also #1 in biological sciences. (My source here is US News.) You can check out http://bulletin.stanford.edu to look at what classes are offered in the different focuses (foci?). You will have opportunities at Stanford to learn from and work with some of the best!
