OKAY, WITH ALL THAT SAID, IF I WRITE A KILLER ESSAY, DO YOU THINK I HAVE A SHOT?
I'm out of state BTW. I was to go from a California CC to University of Washington.
This is my 2nd time applying to UW. :) They rejected me out of high school.

It’s very doubtful, generally sophomore transfers would have made it into the school as freshman or were borderline. You were reaching pretty significantly as a high school applicant. You will probably need to get at least two 3.6+ semesters and apply as a sophomore winter/spring transfer. Killer essays will not do the trick, solid results are really the only thing that can get you in. Killer essays can help a borderline student in but cannot make up for poor results.
