I am an international student;
My SAT: 1440 (CR:390 M:660 R:390)
SAT Subject Tests: Math L2: 700, Physics:580)
TOEFL: 89
GPA: 68% (When converted to US system from my country’s system, it makes something between 2.5-3.0)
I have so many extracurricular activities that I couldn’t fit them on the space given by application system.
I made a research project with a good university in my country that I want to develop later when I start college.
I have an outstanding/extraordinary life story, which I believe I reflected pretty good on my personal statement.
What are my chances? (I want to major in Electrical Engineering)

Your English skills are affecting your ability to do well on the SAT and at a UC.
All of the classes are taught in rapid English. Reading and writing the material would be difficult for you, to not only keep up in the general education classes, but to study engineering.
All the ECs in the world won’t make up for your inability to read and write English well, which you need to do in an English-speaking university.
Engineering is impacted in all of the UCs, so that means your scores have to be better than the average student: 1800+
If you had difficulty paying to take the SAT, you’ll have even more difficulty paying for the UC’s at $55k per year, as a non resident of California.
Sorry, it doesn’t look like it’s going to happen.
Agree with @aunt bea: UCSC is a Reach school based on your SAT score and GPA. UC’s have a minimum UC GPA of 3.4 for Out of state and International applicants to apply.
