My school was ranked as the #1 public high school by US News this past year.
I am Asian-American, but not sure if Filipino counts as URM, and from the southeast.
Getting the obligatory stuff out of the way - none of the UC universities offer any need-based financial aid to OOS students, so unless you get any merit-based aid, you would be full pay. Race/ethnicity is not a consideration. For Business Administration, Haas business school, you need to apply for during your second year. About 30% of Berkeley undergrads who apply get in. So having a secondary alternative major that you can declare for will be necessary, in case you don’t get into Haas.
As for getting into the university itself, your UC weighted capped GPA would probably be around 4.15-4.20, which puts you slightly below average for a typical admit. Your test scores and ECs are good. Berkeley would be considered a reach but you’re within range.
UCB will cost you around $65K/year to attend and as stated, little to no financial aid unless you receive some kind of merit scholarship which are few.

UC GPA calculator link will calculate your UW UC GPA, Capped weighed UC GPA and Fully weighted UC GPA which will all be considered for admission. Only AP/IB and UC Transferable DE courses get the extra weighting in the calculation for OOS applicants. Honors classes are not weighted.
UC’s only use 10-11th grades for the a-g course requirements. Make sure you have 1 year of a Visual/Performing arts course since this seems to trip up many OOS applicants.
