Washington’s Common Data Set reports the unweighted GPA of enrolled freshmen in 2015 as follows:
3.75 to 4.00: 64.24%
3.50 to 3.74: 27.16%
3.25 to 3.49: 6.52%
3.00 to 3.24: 1.52%
Under 3.00: 0.56%
Average unweighted HS GPA for enrolled freshmen in 2015 and 2016 was 3.78.
Middle 50% ACT of enrolled freshmen in 2016 was 26-32. A new SAT of 1210 converts to around 1680 to 1690 on the old SAT or a 25 ACT. The old SAT average for enrolled freshmen in 2016 was 1840, which converts to around 1310 on the new SAT.
OOS may make it a little more difficult (admit rate for WA residents in 2016: 62:9%; OOS: 43.3%; international: 29.9%; overall: 45%).
It’s holistic admissions, so you never know (it sounds like you had an interesting essay, and your illness may satisfy them regarding the C grades), but I would call it a low reach just on stats.
