24 ACT, 26 superscore and a 3.3 UW 3.5 weighted.

The good news is, this year Bloomington is superscoring ACT so they will use the 26, which puts you in the middle of the pack, as the middle 50% is 24-29. 3.5 weighted gpa is below average, as Bloomington reports its average gpa is 3.6 unweighted. My quess is you would be iffy, depending on volume of applications this year. Get your application in early, you might consider submitting optional essay and ECs to try to make your case.

If your are out-of-state looking for big state school experience, you might look at KU in Lawrence, Kansas, which is another great college town, about an hour from Kansas City airport. You should be clear admit to KU.

You might be competitive for University of Iowa as well. Iowa uses a formula based on gpa, class rank, test scores and number of core subject classes taken, so you can fill in your info on the website and see right away if you meet their admission criteria.

Good luck.
