My list of schools in order of preference:

Carnegie Mellon
Pitt
Penn State
Marietta
WVU
UT Austin
Texas A&M
Ohio state
Michigan
LSU
Virginia Tech

I will be applying to all of these schools for engineering... specifically petroleum for those who offer it

I would say you have a good chance at all. But perhaps raising SAT score to 2100-2200 would improve your chances especially at CMU for engineering.

if you want to go to a good engineering school, you’ll definitely need to show competitiveness in math, so the 540 SAT does not really stand out in a positive way

if you could get it up a lot, you would have a decent chance at all the schools you’re applying to, maybe slightly less at CMU

You should retake your SAT and try to get at least in the 600’s for reading. I think your only reach on that list is CMU. Take more math/ science subject tests to show that you are really good at those subjects.

well still, a 540 does not really hit that bar (although it’s a lot better than getting it on math - sorry for misreading) taking it again is a personal choice but if you just improved the critical reading it would be a lot better

for schools of sciences in CMU, 800 is still in the middle 50% of their class… even if you get extremely high SATs, they’re no guarantee of admission to any selective college

Your ACT and SAT scores are about the same, reading is your weakness. You should definitely go with you plan to retake ACT (with writing) and take SAT2 on Math2 and Chem although some schools on your list do not require SAT2. You should also try SAT again too if time allows. Your ACT Math at 33 is okay, but your SAT1 Math at 800 is more appealing and you can superscore SAT1. Since PA is your home state, Penn State would be the best bet for you. For the other engineering schools, you should be mostly match to high match.
