I believe my strengths are the extracurricular activities I participate in, but I'm lacking confidence on getting into these programs because of my low GPA. The 2 schools I would really like to be admitted to is U of I and Washington. I still have to take the ACT, which will most likely boost my chances. What do my chances look like so far?

UIUC computer science is super competitive with average ACT at 34+. It would be a reach for you even from in state with a low GPA disregarding your ACT score. Same situation for UMich CoE from OOS. The admission median GPA is 3.9 there and the mid 50 ACT was 31-34 in the last few years but it may go higher this year as I have heard the median admitted score was 33 for 2014. Note that the admission rate was 20% in 2014 and OOS students would need higher scores.
Try your best to bring up your GPA. You still have a chance at UWisc if you can bring up your GPA a little bit and score ~30 in ACT.

Theres no point in posting this if you dont have your act or sat scores.
