VT uses the English and Math ACT sections only. They are not a big ACT score school however so finding good stats on their average ACTs is hard to find.
My guess is a ‘no’ for engineering and a probably for university studies = undecided (usually the second choice of those applying for engineering majors.) GPA is low for engineering, however strong course load which VT likes to see.
