I would go on Google and type in University of Washington Freshman Class Profile. This will give the stats of the previous students. Looking at your stats right now (and consider you are out-of-state), I think that this school is a High Match for you (almost a reach school).
Your extracurriculars look great and I think that you have a chance to get into the overall school, but not directly into your major in your first year. In Washington state itself (where I am a high school student), there are many, many IB Diploma students that have maintained a GPA slightly higher than yours…however, I think you have an alright chance considering your extracurriculars and your descriptions of your essays.

It will most likely help, seeing as they have a quota of in-state students to fill. The University is, as far as I have seen, moderately more difficult to get into out of state.
