I am freaking out will someone please chance me, UNC Chapel Hill is my dream school but I know it is extremely difficult out of state.

Are you a junior? If so, try to get your SAT score up 100 points at least. If not, then don’t worry about it, there’s nothing you can do now. That being said, I do not think your score will hurt you, but it won’t help you either. Your acceptance will be dependent on essays and ECs. If you are president of a few clubs, then that is good, but did you actually put in work? Or were you prez just for the label? That’s an important factor. It is hard to predict for OOS, but I’d say it’s a reach. If you were IS, you would be in without a question.
You seem like a really good student and I only wish the best for you. However, UNC has a pretty tight quota on OOS students (82% of the enrolling freshman class must be NC residents), making admission extremely competitive and thus hard to predict at all.
My advice to you is, assuming you are still a junior, to bump up your SAT as high as you can and to improve your unweighted GPA while still taking challenging courses; aim for at least a 3.7. When it comes time to actually apply, really do take time with your essay and try to make yourself stand out. Please do not be afraid to talk about something controversial, my essay was about how I once held racist, bigoted views under the guise of nationalism and how I eventually came to reject those views as a result of how it affected my social life and how others perceived me.
I am a senior and I applied Regular Decision. A kid from my school with similar stats and slightly lower class rank from my school got in early action; however, they got a 2160 on their sat. I know its a incredibly hard school to get into and its my dream school but I just want to know if I stand somewhat of a chance or if I have absolutely no shot.
You certainly stand a chance, especially if you can push your SAT past 2100+.
However, OOS admissions has always been unpredictable, many people with higher stats are rejected and many with lower stats are accepted. UNC’s admissions process is truly holistic, not just SAT+GPA based.

Since you already applied, I would forget about chances. You put in an application, and the best you can do now is hope for the best and expect the worst.
I do not think your GPA will hold you back. You are 10/600, so obviously the 3.68 is not a good indicator. Your school seems rigorous. The 2160 your friend had and applying EA really helped his chance.
Seriously though, do not stress. Getting into UNC OOS is comparable to getting into Berkeley or the Ivies or other elite schools, so everyone’s chances are really small. Your SAT score is probably a bit below their OOS average, but admission is truly holistic so the committee will look past your numbers if there is something else about you that is worth fighting for.
Again, expect the worst and hope for the best. I would give that advice to any OOS applicant, even if they had a 36/2400, 4.0, and ranked 1st in a large class.
