You seem like a good fit for all the others
UCLA does not offer financial aid for OOS students. You will be expected to pay $55K/year to attend and since you it looks like you are in need of aid, definitely cross the school off your list. Although your test scores and EC’s are competitive, your GPA is low and your URM status will not be considered.
USC may be possible but apply early for the best chance for FA/Merit aid.
I suggest you run the Net Price Calculators of all schools of interest (NPC) before applying to make sure you will receive enough aid to make these schools affordable.
