Yes, I think that your ACT score hurts you. Your SAT IIs, while excellent by any normal standard, are also not exceptional in what is expected to be an exceptionally competitive year, and Tufts is also typically inundated with applications form prospective premeds. You have not indicated what part of the country you are from or what leadership positions you have held in your ECs. Finally, much will depend on your essay and your recommendations.

Your grades and scores are good, but not spectacular compared to many other applicants. They certainly don't disqualify you, though, and you do have a lot of other stuff going on. You have a decent shot.

I agree with post #2. Much will depend upon aspects of your application that are not available--such as your teacher recs & applicant essays. Tufts, although highly ranked, is still a bit underrated in my opinion. Your ACTs will not help your odds unless the scores are quite lopsided in favor of your stated interests. For example, if you scored very high on the math & science portions and want to pursue a related major. Overall I think that the SAT is more highly regarded on the east coast, and that any ACT Composite score below a 30 may do more harm than good in your case. Since you have already taken a college level physics course, you may want to consider further validating your expertise in this area by taking an AP or SAT II in Physics.
If you want an off-the-cuff assessment of your chances of being offered admission to Tufts University solely based on your posted info. in this thread, I would guess that you have a one in six chance (1 in 6). If Tufts needs geographical diversity, then Iowa residency may help.
