You should have no problem, especially when they see you are not a native English speaker. You might want to try the SAT anyway, just to see if that goes better for you. Because if you can get a better score, with your grades you would get serious merit aid. But I would be rather surprised if you did not get accepted. Have you taken a fair number of AP courses?

You might stand a chance, if Tulane pays attention to the language issue. However, if you’ve been in American since you were nine, or some incredibly young age, they will be less sympathetic to such a low English score. I imagine the second language would only be relevant enough to help you if you came to American after the age of thirteen. It’s really 50/50, and depends on the wants and needs of the admissions officers.

For the incoming freshmen class in the fall of 2010, the median ACT composite score was 28-32. Advice from someone who went through the process 4 years ago - apply as early as possible. Tulane does a great job of looking at your application (test scores, counselor recommendation, resume of activities/extracurriculars, personal statement) as a whole picture of an applicant. Also, if you’re resident address is currently within the U.S., you wouldn’t be required to take the TOEFL for Tulane, fyi.
