I have a 29 ACT (33 english, 25 math, 31 reading, 28 science, 32 combined english/writing)

I submitted my SAT but it is significantly lower (620 CR, 610 M, 710 W)

I have a 91.06 weighted GPA (school doesn't do 4.0 scale)

I have a lot of extracurriculars and leadership positions (examples include student government, National Honor Society, and volunteer work)

I have taken a rigorous course load and have a upward trend from freshmen-senior year.

I wrote an essay in Essay C about a special circumstance (illness) that kept me out of school this year for 3 weeks. I went on to make the best grades I've made in high school.

What are my chances as an OOS?? Will my special circumstance make me stand out?

I think you have pretty good chances. Your ACT and SAT were relatively similar scores, and both were solid. Hopefully your essay was well received, and I think you have a pretty good chance!
Best of Luck to you!
