Chance my brother? (in-state)

My brother's been procrastinating on his applications, but he thinks he's punched his ticket to UNC. His stats are slightly better than mine, and I've been accepted to Georgia Tech and NCSU.

Stats:
~GPA: 3.84 UW, 4.84W
~30/384 Class Rank
~SAT: 800 CR, 700 M, 670 W (2170-this is also his superscore)
~SAT II: 790 US

Senior year: Band, AP English Lit, Honors Marine (needed to graduate and he couldn't fit in IB Enviro), AP Calc AB, AP Spanish Lang, IB 20th Century.

Extracurriculars:
~4 years of band/marching band.->Placed 3rd in all-county (clarinet)
~3 years of Quiz Bowl (1 year of A-Team)
~1 year of Speech and Debate
~1 year of Tri-M (Music society)

I think he's in too, but the only thing that could hurt him is waiting for so long. We go to one of the top public schools in NC that sends a lot of kids to UNC every year, and I don't know they they have quotas for schools. What do you guys think?

He’s probably in. There’s no quota on schools, but they will choose an applicant from a more rural/underrepresented part of NC if the applications are basically identical. But he shouldn’t have a problem. There are probably about 70-80 kids from Enloe in each incoming class and over 100 from NCSSM. So no worries about a quota.
