We live in a small town of about 10,000 people where there are few opportunities for outstanding EC’s.

I assume your friend is applying to CoE at UMich as GA Tech is also on the list. In that case, UMich CoE is a reach to low reach. His GPA is fine but the ACT is at 25% while Math score is not really outstanding. They do put more emphasis on Math section score. The median ACT score for admission is around 33. This year, even in state students with 33 in ACT got deferred from EA. The overall admission rate at CoE would be below 20%.

Applied for computer engineering

At UMich, you do not apply directly to a major but the school. So it would be CoE. But if for Computer Science, it can be in LSA too.
