Do I have any chance? If not where do I have chance(of places with good engineering programs)?

Out of state, weak leadership, and weak UW gpa hurt a lot, but your sats and courseload are solid, I'll say slighttt reach, but apply early and your chances improve.

Like OBrien mentioned above I think your GPA is on the low side, especially for an OOS but your SAT score are great so apply and see what happens. I say match/reach.

Michigan does NOT consider weighted GPAs. To figure a Michigan GPA, take your sophomore and junior grades. Get rid of all the +s and -s. Ignore all the electives. (band, art, health, gym, etc.) Just consider the core classes.

A = 4 points

B = 3 points

C = 2 points

No, you do not get extra points for AP, IB, Honors or such.

Try to concentrate on the summer internship at Boeing and the many volunteer hours in your application.Apply Early and you're a match/slight reach.

You'll definitely get into to Illinois and Purdue. You can try Wisconsin and Carnegie Mellon too.
