Chance, pretty please?

Right now I'm mainly looking at UCs, UVA, Georgetown, UPenn and a couple of colleges up in NE. I'm not really sure what colleges I can get into since my extracurriculars/volunteer experiences suck.

Personal:
-Asian (Philippines)
-Lived overseas for 12 years
-Bilingual

Academics:
UW: 4.4ish, W: 4.739; my school runs on a 4.5 GPA system, with 98-100 being 4.5/5.5, 96-97 as 4.25, and 94-95 as 4.0. Recently changed to a 10-point grading scale this year, too. Also only counts APs and DEs, not Honors.
SAT: 1960 first try, stupidly forgot to answer 10 questions on the writing section; projected score for next test around 2200?
SATII: To be taken this winter
Ranked 3/485
Part of the Commonwealth Governor's School, which is a magnet school that only takes 30 students per class

Class History:
Honors: English 10, Algebra II, Earth Science, English 11, Math Analysis
APs/DEs: European History, Government (5), Chemistry, Calculus BC, English Language (4), US History, Psychology (5)
Languages: Took French I (only spent a year in middle school), Spanish I, II & IV, Latin I

Senior Classes:
7 APs: Spanish Language, English Lit, Physics B, Stats, Enviro. Sci., US Hist, Human Geo
& Latin II

ECs:

*I know it isn't an excuse, but I was kind of iffy with joining clubs the first couple of years of high school because I was pretty much friend-less (I skipped 7th grade after a month so I didn't really know anyone for a long, long time...) and felt like an outsider, haha. Also I don't really talk much, which is an issue...

FBLA (9, 10)
-2nd place in Intro to Business
-3rd place in Business Math
Interact Club (9, 10)
Spanish Club (9, 10)
-Barely did anything...actually, I only remember 3 meetings
Latin (11, 12)
-Competes in Certamen (Latin quiz-bowl); team captain/co-captain (we determine this based on who scores the best in the practice right before competition); VJCL Latin I state champions + 2 1st places and 2 2nd places; 5 contests overall (competes against TJ, Flint Hill, etc.)
-Perfect Paper on the National Exam
-2nd in the State Latin Exam
-Most Outstanding Student
-Silver level in the Classical Literacy Exam
-This is the most active club in the school
-Will be a member of the Honor Society this year
Spanish Honor Society (12)
-I skipped Spanish III too late last year and by the time my schedule got changed to IV, it was like a few days before induction
Mentoring Program (12)

Volunteer (110ish?):
Arthritis Walk for the past 3/4 years
Bread Basket almost every week
Youth for Christ
Home for the Aged
Tutoring
Lots of babysitting
Letter-exchange program with some kids to improve their writing

Others:
-Accepted into the VCU Chinese Academy this summer, but couldn't attend due to some personal reasons ): But now I'm trying to independently learn Chinese
-Really good with computers

Thank you! :)

Your E.C.'s aren’t so so bad, I’d say definitely a very good chance at UVA (if you’re in state, I’d say definitely in) and Georgetown. U Penn is a reach, but that’s true for pretty much everyone. I’d say definitely a shot if you get the SATs up!
chance me back? http://talk.collegeconfidential.com/what-my-chances/1007698-chance-me-please-ill-chance-you.html

i think you might have UVA considering you’re in state if you get your sat up. penn probably isn’t going to happen, but maybe a slight chance with ED. since i see you’ve taken about 3 languages, i’d tout that around, that’s impressive.
