i think UCLA is a bit of a reach because the average UC gpa is 4.15..
your SAT/ACT is really good, and your URM status should help you slightly. However, UCs dont require reqs (don't send them as supplements!) so you don't have to worry about them. Try to get some more leadership positions because UCLA highly stresses them. I know many people, even valedictorians, who were rejected because they didn't have strong enough ECs.

Unweighted GPA is easy to figure out. Each class is A=4, B=3, etc. UCLA should not look at +'s or -'s because different schools, even teachers, do them differently or not at all.

Keep up ECs (but don't overdo it in number, just aim for quality) and find a solid example of leadership in your app. that can be brought out. Get good grades senior year with a strong class schedule (don't slack off senior year, basically), and just go for it. Admissions are so hard to uncrack, I won't classify your chances. Oh yeah, and have fun senior year! :-) Sounds like you have a bright future (pardon the cliche) based on the initiative you have taken with summer courses and the early start on your essays. Proactive = very good quality in a student.

no. UCLA and all the UCs do not follow affirmative action. They do not look at race, so I reccomend you apply to a private university. But you have the stats for UCLA, so you'll be fine. Try raising that GPA. When you get accepted know that your race had nothing to do with it.
