None of us here can really accurately predict his chances, but here is my assessment:

Scores are on the low side, definitely shoot for an improvement (the SAT II score is good, however). A 32 ACT would be good, as would an SAT around 2100, but the higher the better.

Extracurriculars seem to be solid, there aren't a lot of them but it seems he committed fully to the ones he participated in; I think Rice looks favorably upon this.

What grade is your son in? If he's a junior, he's on the right track but could use some summer work or something along those lines. If he's a senior, he should interview and if possible visit (showing a lot of interest in Rice counts - a lot). JUST as important as his grades will be his essays, so make sure he knows that, but of course it should be his own work.

Good luck!

If you're in S.Korea, not so easy to visit - but he may be able to interview with an alum.

Sorry, I didn't notice you were in South Korea. Definitely try to find an alum near you who can interview (register for an interview on Rice's website, and they will let you know if there is anyone nearby).

Can he work on bringing up the ACT score? I think his scores are a bit low. The thing to remember about Rice, is it is small - so the acceptance rate remains small. Absolutely one of the most beautiful campuses in the USA. I know someone who was waitlisted with a 35 ACT and tons of strong activities. It's just hard to predict
