Obviously with such a low science score, the engineering school is going to kick my butt, but will it be possible to transfer to the engineering school from another school in Mich for sophomore year/still major in BME?

I'd say your a match...keep up the hard work and don't forget to apply early

writing does count in your composite. once the writing is graded, your new english score is found (both english and writing combined) and the composite is re averaged. when i took the act 2/10, i got 33 M, 33 E, 30 R, 25 S. But if i get a 12 on the writing, my english combined score will be a 34, and so even though my composite before was a 30, it will now be a 30.5, so it rounds to a 31.

The writing does not impact your composite score - it stays the same. You just get two additional scores. From the ACT website:

"Taking the ACT Plus Writing will provide you and the schools to which you report scores with two additional scores beyond what would be reported if you took only the ACT multiple-choice tests. If you take both the English Test and Writing Test, you'll receive a Writing Test subscore and a Combined English/Writing score ... Taking the Writing Test does not affect your subject area scores or your Composite score."
