Chances? (another one, I know)

I'm an in state student who wants to apply into Engineering at UT (Biomed? Plan II if at all possible)
ACT: 35 composite
GPA: 3.583
Rank: 98/593 (around 16%)
AP: Took five APs last year (Calc AB, English lit, Biology, US History, Psych)
Currently taking four APs (Stat, Physics C, Gov, Macro)
EC: Honors orch, DECA, NHS, other clubs etc.

I feel like I'm a constantly changing student. I know that my class rank and GPA aren't all that stellar, but I feel like writing a good personal statement and submitting strong essays should salvage that. My game plan for my essays is to really just hammer home that I am a changed person: I have gone through high school without really knowing what it's for, but I feel that now I really have a grasp on what to do with my life and this should be reflected in my essays.
Pertinent question: Is my ACT score high enough to impress admissions officers enough to overlook my less than great grades?

For Biomedical Engineering at UT, your class rank has to be at least in the top 10% as all their Biomed students are in it.
You'll most likely get into UT with Plan II, but not as a Biomed major.

I have never heard that you have to be top 10% to be in biomed? I am EE and I know tons of people who weren't... Your ACT is good, so that might negate your bad rank.

I don't know but it says they only take 100 students for each incoming Fall class here Prospective Students - Undergraduate Program - Academics - Department of Biomedical Engineering - University of Texas at Austin and they're among the top of the top 10%.

I guess he or she might have a chance, but it's very unlikely because UT weighs so much on top 10% students.
Nothing is impossible so just apply and good luck. :)

Plan II > Biomed... you can get into Biomed VERY VERY VERY EASILY internally, and it seems like you have pretty good chance at Biomed. All you need is like 2.7ish. I doubt you will get into Plan II though, but its not impossible. And lastly, you might get gayed with CAP, I say like 50% you will be capped.

He/She is not going to get capped with a 35 ACT and top 16%.

thanks for the great advice you guys.
i acually have one more question:
if i cant get into biomed at the start, what can i do to switch into biomed or biomed+plan II? (e.g. apply to diff school and move around)
or if that doesnt work, what would be a good alternative major?
thanks

I like your chances for Plan II. If you can effectively show this "immanent paradigm shift" within yourself I somehow have a good feeling... 35 ACT kicks ass too.

i've seen sat 2200 top15% get capped.

You will not get CAPped as long as you submit a coherent essay. That's about the only way I could see you failing.

Your stats would make you appear to be well qualified for Plan II, but it's really based on your essays and how much you stand out as a person. There are kids with perfect SAT scores who are rejected from Plan II, and there are kids with >1300 SAT scores who get in simply because they can write well and stand out to the comittee. However, kids with high stats tend to be good writers, so that will likely help you.

I don't know about Biomed. I would want to say that with decent other stats as well as that 35, you'd be set, but I can't say for sure because I don't know their exact policy. You can absolutely transfer while on campus, but plan on spending at least another year in Austin to do that.
