Your SAT is good, EC’s good but UC GPA is below average for all the UC’s except UCM/UCR and UCSC. UCLA/UCSD and UCD will be Reaches based on your GPA. UC’s are very GPA focused and your major is competitive. If you write some compelling essays, then UCD might be a possibility.
Average UC GPA for UCM: 3.67 UCR: 3.78 and UCSC: 3.88. All the rest of the UC’s are 4.0+.
There is no reason not to apply, just be realistic about your chances and have some solid Match and safety schools on your list. I would look at SDSU, CSUF and CSULB as some options for Match/Safety schools.

I am assuming your UC GPA is capped (8 semesters of Honors points)? UCLA does consider uncapped with no limit on honors points. What is your UC GPA uncapped?
Based on current GPA, I have to agree with @GumbyMom. You may try mid tier UCs but it will be tough.

How is your UC GPA only 3.6? What are your individual grades?
I made a mistake. My UC GPA is 4.0.
CORRECTION: MY UC GPA IS A 4.0… I MADE A MISTAKE ON MY CALCULATION
Then you are a very strong candidate for all but UCLA/UCSD and UCB.
