What are my RD chances like at Cornell?

Your RD chances are pretty much as good as anybody's. you're by no means a sure thing, but you're definitely competitive. Your SATII's are pretty good, but your SAT writing will probably hurt you, although I'm not sure what Cornell's policy is on the writing section. The boy scout thing will also look very good, as you seem to have a lot of dedication to it, and it would make a great essay, in my opinion. So, decent shot I'd say. but in your case the essays and recommendations will b=pretty much get you in, since you're on the border between acceptance and rejection. Good luck.

P.S. where do you live in upstate NY?

I live in Lancaster, a Buffalo suburb.

served 3 summers on summer camp staff as merit badge
............ instructor, working 140 hours a week

140 hours a week? surely this is a typo?

Not, its not a typo, I lived and worked at a Boy Scout camp. I was required to be at the camp all day, every day except Saturday. I only worked about 13-15 hours a day, but I did spend 140 hours a week at camp.
