Chances at Emory and/or UGA Honors

I will be a senior come this fall. I was planning on applying to UGA under the Early Action plan. However, I took the SAT in June and scored pretty low. My reach is the UGA Honors Program. Money isn't a concern. I'd also like to know when you apply and when you find out if you get in the Honors program? Should I retake the SAT in October and just apply under Regular decision to increase my chances for the Honors program? What are my chances? Any advice is welcomed! Thanks alot guys.

GPA(uw) : 3.5/4.0
GPA(w) : 4.3
Class Rank : 68/405 (17%)

SAT I (June 2005) : 2010 (690-Verbal 660-Math 660-Writing)
SAT IIs: 740 World History, 790 on US History
PSAT (11th grade) : 208

APs taken during high school (including senior year) : AP World History, AP US History, AP Calc AB, AP Pyschology, AP English 12

I have gotten 5s on AP World and 5 on the AP US, and expecting 5s on all APs I take.

School: Competitive, Top 5 Public school in entire state (according to Newsweek).

Extracurriculars: not many. not much worth mentioning atleast.

Race: Asian

So what's the advice? Should I retake the SAT in October? I know I can boost my score by atleast 100-200 points overall. I will also try to bust my butt the first semester of senior year trying to get straight As. Should I still apply Early or will that hurt my chances in getting into the Honors Program? Right now, I am so craving getting into the Honors program, but I don't want to risk applying regular and not getting in. Please please please help me!

Oh yea, I'm also out-of-state. What are some other top tier schools that my stats would fit with? I am just begining my college list but I've had my heart set on UGA. But I haven't looked into other colleges much. Thanks again!

Georgia will be using a new approach for EA this year. All you must send in with your application is transcript, test scores and counselor rec. If you are defered to regular decision you will have to complete the whole application.

Ahh thanks. That should help me out. Any other advice on chances at any other schools that might be matches for me?/

What about Syracuse, Tulane, Vanderbilt? Chances at those?

So anyone have any comments/advice? (this a bump)

Somewhere on UGA's site there is information on the Honors program that says that the SAT scores typically are about 1430 or so (old SAT) for the students admitted into the Honors program. The EA applicants that I know seemed to have heard earlier than RD kids about Honors. UGA sends an application for Honors a couple of weeks after the UGA acceptance letter, but I am not sure how they determine who to sent the application to. I know some EA applicants that didn't have to apply but were just sent letters saying they were admitted to the Honors program soon after they received their UGA acceptance letter.

UGA last year was very prompt with my d's RD decisions- the acceptance letter was just a few weeks after the application was sent in December. The Honor acceptance letter came in March.
