I want to know if I can get a full ride/full tuition from a university and which ones I can get it from. I already know that University of Illinois at Springfield is willing to give me a full ride because of my GPA and ACT score.
Here are my stats:

Class of 2016

ACT:
C33 E34 M34 R34 S30
(this is the first time I took it. I'm taking another in March)

Rank: 1/652

GPA (unweighted): 4.0
GPA (weighted): 5.0

AP Classes/Scores:
AP World (4)
APUSH (4)
AP Bio (4)
AP Psych (5)
AP HuGeo (to take)
AP Chem (to take)
AP Euro (to take)
AP Calc (maybe)
AP English Lang (to take)
AP Spanish Lit (next year)
AP English Lit (next year)
AP Gov't Pol (next year)
AP Macroeconomics (next year)
AP Art History (next year)
AP Physics (next year)
AP Stats (next year)
so most of my classes are college prep and I've gotten As in all of them (as of end of 1st semester JR year)

EC:
-teacher/admin at local Sunday school for 5 years (worked with treasury/secretary, as well) 3-4 hours each week, so thats a lot of hours racked up
-Yearly Breast Cancer Race (five/six years)
-Basketball for 2 years
-Soccer for 5 years

Clubs/positions/duration:
-South Asian Student Association (founder/president, four years)
-History Club (secretary, two years)
-Poetry Club (two years)
-National Honor Society (two years)
-Class Council (secretary, two years)
-Step it Up/community service group (Vice President, one year)
-Philosophy Club (Co-President, three years)
-National Spanish Honor Society (Treasurer, two years)

I'm also South Asian (Pakistani) and a US resident in Illinois. I'm willing to write essays and want to know some good merit-based scholarships. I've done some research myself, but any input would be appreciated. Thanks!

(And this isn't a "whats my chances thing. I know I have good chances at some good schools, I just want to know which colleges would be willing to give me, to put it bluntly, money.)

What are your career goals? With a 34 ACT in math and English and perfect gpa and rank you should have a good chance at full tuition at University of Pittsburgh.
You should be able to get full tuition at a number of schools, including U of Alabama. You would also be a candidate for full tuition or other high awards at some of the more selective schools, like U Miami and Tulane, but keep in mind those awards are highly competitive and even though your stats look close to perfect, there will be many other candidates with equally good stats. But don’t give up…find out where your best chances for merit aid are and apply to at least a handful of schools. Good luck!
What do you want to major in? That can help a bit… I know of a few schools that do full rides for extremely qualified candidates, but what you want to do may affect their being a fit for you. For example, I know Chapman in LA has given full rides to girls who want to pursue creative writing. Wells College, similarly, has an elite full ride scholarship for creative writing majors. Simmons in Boston has a full ride scholarship you can apply to (but it’s a women’s liberal arts school). So does Agnes Scott in GA (also all-women). University of Washington St. Louis and Boston University are generous. (those were the two my mom wanted me to apply to; BU gave me full tuition though not room & board… but I know a few people who did get the whole kit & kaboodle from BU)
I am going to bump @proudterrier’s comment. I just got accepted to Simmons without asking for a scholarship. They gave me a merit-based scholarship which will pay for over a fourth of the four year tuition which would be roughly a total $200,000.I know a girl with similar stats got a scholarship from Simmons that would pay for almost half of the tuition ($80,000). They also have a scholarship which you can apply to which would pay for all of your tuition. I would definitely check out Simmons for financial aid opportunities, if you are a woman. I also agree with @proudterrier’s other suggestions. Best of luck with your search!
Thanks for all the advice! I got a 215 on my PSAT (forgot that you got penalized for wrong answers, so I got a 65 on reading). I want to major in Economics and maybe minor in poli sci or accounting. I’m deciding whether I want to go into Law or Finance.
It looks like you would have made it to NMSF status this year in Illinois. If the cut stays the same you will have several schools that would offer full ride/full tuition.
