Comp Sci major is in college of engineering not LAS (LAS has only a minor in that area). UIUC uses class rank not your GPA as a key factor and you mention nothing about rank; if your school does not rank UIUC will estimate it. Go here to see engineering's middle 50% ranges for entry class of 2007 which provide a guide to your chances: U of I Admissions: Freshman Admission Requirements

For engineering, your SAT is within the range although in the lower half of it. Middle 50% class rank for engineering was top 10% to top 2%. OOS are evaluated on same basis as in state.

they have a math/comp sci major in the LAS school. and stats only show a general idea of how a school accepts, im on CC for person to person, ive been to the website, im on CC to get student's perspectives.

The reason im doing this is because I know I wont get into the Engineering School. If i get accepted to LAS i will then transfer over to the engineering school to major in Comp Sci after meeting the requirements.
