In addition, I am VP of Key Club an officer of NHS and I particpate on my school's Varsity tennis team. Furthermore, I have a strong passion for art and I've won several regional awards for my artwork. Overall, what are my chances at Stanford or any Ivy League Institution? Should I consider taking the ACT?

4.6uw? I'm not familiar with how your school calculates GPA, so I won't comment on that. However, your SAT score puts you way out of range for an Ivy. You'll need at least a 1400 (probably higher) or a 2100 on the new one. You don't have much for ECs, but nice class rank. That'll help you out a bit. Definitely take the ACT or retake the SAT if you're aiming for an Ivy or Stanford.

^ agreed.
if you "have a strong passion for art..." then you should emphisize that
