Intended Major: Chemical Engineering and Management Sciences/Quantitative Methods double major

Vanderbilt, Cornell, and Penn would definitely go under reach schools. Those are not “matches” for anyone. Same with Georgetown - that is not a safety by any means. It seems like you are aiming high so just be careful with the schools that you choose as safeties because you have to be very very confident that you would get in.

Georgetown is considered a safety at our school because of how strong a connection we have with them (51/63 were admitted in the past 4 years), same goes with Boston college. Penn I have gotten multiple calls from because of the DECA program, in which I’ve made strong connections with the dean of admissions. I know many highly influential people at Cornell, so that I deemed a comp because of the fact that we have a very strong connection with them as well. Idk if any of this means anything or if its not considered at all in the decision process.

UMich CoE from OOS should be a very low reach, almost a high match. Note that your GPA is right round their admission average but your test scores are at or slightly above the 75th percentile. Their admission rate last year was ~24%. For OOS students in the upcoming year, the admission rate is surely in the teens.
