Are you in state or out of state? If youre in state then your in, if youre out of state its a reach.

I’m out of state.

Unless you can pay 55k per year, forget about UC schools. They have no aids for OOS. In UCLA, state residency doesn’t really matter.
Your ACT is much better than your SAT, and since your unweighted GPA is near perfect. Ask your GC what your weighted GPA would be.

Do you have any awards or significant accomplishment? if not, I would say UCLA is low reach.

Also, calculate UC GPA. Remember that the UC schools don’t use Freshmen and Senior year GPA. Senior year GPA is only used to keep you in shape.

I have about 30+ awards from Speech and Debate in multiple events. Also my GPA for UC would be a 4.0

For UCLA, you would pay full fees, there are no scholarships for OOS students at the public schools in California. Your SAT is low for competitive UCLA. EC’s only take you so far. The first thing they look at is GPA and test scores.

Your UC GPA is within range but SAT/ACT too low.
