Chances at UC's, harvey mudd, cal tech

chances for a friend:

GPA 4.25 UC weighted, 3.85 UW
rank: 40/500
school size: medium to large
Asian male
prospective major: engineering

Course load: sophmore (all regular classes except alg 2 honors), junior (ap eng lang, ap us, physics IB, pre calc H), senior (ap calc bc, ap chem, ap eng lit, ap psych)

SAT I: 2040 (770M/640W/630CR)
SAT II: 790 physics, 750 2c

will retake SAT I and math2c

EC's:
president of an engineering oriented club at school
100 hrs at local hospital (volunteering)

he's applying to:
UCI, UCSD, UCLA, UCB, harvey mudd, and cal tech (legacy)

For Caltech I would honestly have to say that he doesn't stand a good chance at all. If he manages to pull the SAT score over 2300 then he might stand a decent chance. And I'm sorry but if those are the only EC's he has, that won't help either.
I have a friend that will go to Caltech next year and all of his scores are substantially higher. The Math IIC score would also have to be right around, if not exactly 800 to stand a chance. This would also apply for UCB.

Either way good luck to him.
