Chances at UM Twin Cities / Duluth?

Im a High school senior (Male) from california that has recently fallen in love with the idea of going to college in Minnesota (Real seasons!)

I recently applied with the UM Twin Cities’s free golden gopher application and am wondering about my chances.

Intended Majors: Chemical Engineering (2nd choice is chemistry.)
Weighted GPA : 3.65 ( I did terrible freshmen and sophomore year, which i really regret, but did fantastic in junior year, 4.0 gpa)
ACT: 27 (just took it today. Much more confident than first time, hopefully a 30)
Have taken 10 AP classes (Biology, European History, Psychology, US History, English Language and Comp, Economics, Government, Calculus, World History, and Chemistry. French 3 Honors if that means much)

EC’s
Been in Drama club for all 4 years, Vice president now
French club for 2 years
Interact club for 3 years, 100+ hours community service
Link crew leader, senior year (helping freshmen integrate into school)

Im Half Hispanic, and have read that these two schools were looking for diversity? Would that give me a little bit of an edge?
Is it harder for OOS students to get accepted?

UMN Duluth is a safety for you, but if you like Minnesota and its 4 seasons, look into some excellent colleges for science: St Olaf, Gustavus Adolphus, Lawrence, Beloit (in WI but similar seasons).
UMN Twin Cities for Engineering is unlikely though.
You could try for U MN U-Wisconsin Madison for chemistry since unlike UMN at UWisconsin the chemistry dept isn’t in the school of engineering.
