I'm a student from the U.S. planning on applying to St Andrews, specifically the International Relations program. What do you think my chances are(I know they don't publish many statistics, so if you have personal knowledge, that would be great)?
32 ACT
3.7 GPA (unweighted)
81 of 484 class rank (81st Percentile)
4 4's on AP tests (US & European History, Spanish, and Language and Composition)
I expect a good review from my teacher

I'm pretty sure that these are all the admission factors, what do you think?

You should apply. My daughter was just accepted in IR/Social Anthro. The Admissions Officers say GPA of 3.6(weighted) and 1950 on SATs should get you in if you are American. She did exceed these by quite a bit and had 5 AP scores of 5. Your ACT scores and GPA should get you in. If you apply direct (which you can do if it is the only school in the UK that you are applying to) you will hear in 2-3 weeks. Your ACT score looks like about the same percentile as my daughter’s SAT.

I’d guess you’re probably in, but can you pay? I believe that it is very expensive for Americans. (Something to consider; I was accepted there a couple years ago myself.)

You should be absolutely fine with the grades/scores you have. I would suggest applying as soon as possible though, they turn the applications around within 6 weeks for Americans so the earlier the better.
