Chances at UT Austin, from an Out of State perspective?

Hello!
I am a junior in high school and I am wanting to attend University of Texas. I would like to get into the Science of Arts and Entertainment program or become a music major at Butler school of music. I live in Arkansas and I attend a competitive high school. I currently have a 4.0 GPA, with an ACT Composite score of 31. My SAT Score is a 1400. I am currently ranked in the top 10 percent of my class, with a class size of almost 1,000 students.

I am a part of the organizations and clubs below, along with achievements in my fine arts high school career.
All-Region 1st band since ninth grade
All-State 2nd band tenth grade
Arkansas Youth Symphony Orchestra for two years
National Honor Society
Key Club fro two years
Art Club for two years and President in tenth grade
Attended YouthCue event at Baylor University for two years
Won second place in the Arkansas Young Artist contest.

Beside my chances of being admitted, I am already applying for many scholarships. Is there anything that I can do to improve on?

I feel that as an out of state student your chances would be slightly more difficult in comparison since all in state students do get automatic acceptance for falling within a certain class rank percentile. However, you have a strong application for UT so I would definitely not be surprised if you were admitted.
