Chances at Wharton? University of Texas at Austin? Help!!

I am a high school senior and I've wanted to be a business major for as long as I can remember. I never took high school super seriously until I moved out of Texas and into Pennsylvania. All I want now is to either A) return to Texas and get into an above average undergraduate business program in a suburban area or B) go to an amazing school with an amazing undergraduate business program (such as Wharton, Sloan or Mendoza). However, with my family's financial situation, and the fact that I will be having to pay out of state tuition for any college in Texas, my choices are limited.
I was wondering if I could possibly even get into Wharton with my credentials.

I took the SATs as a junior and scored
750 in Math
630 in Reading
620 in Writing

I'm going to take them again in two months though and have been studying rigorously, I expect to make around a 2100-2200 this time around.

I'm also going to take SAT subject tests in math.
AP Classes I have taken/am currently taking include
AP Human Geography
AP World History
AP US History
AP European History
AP Government
AP Psychology
AP Literature and Composition 12
AP Chemistry
AP Biology
AP Microeconomics
AP Macroeconomics
AP Statistics
AP Calculus AB

I'm currently rank 1 out of 267 students at my HS

My ecs aren't so amazing though..

Cross country 1 yr
Track and field 2 years
AMC participant 2 years
Involved in the play 2 yrs
Class president for 2 years, then I moved and am currently class secretary for my senior year at this new school.
Environmental club 2 yrs (secretary)
NHS 2 yrs

Self started and implemented a charity at my new school and put 150+ hrs into it.
It was basically like a spirit week and I coordinated movie nights, pep rallies, ice cream float sales, senior auctions, spirit days, restaurant fundraiser nights, etc. I only profited $500 though because the school was really skeptical of the idea at first and it was a lot of work by myself. But at the end of the week, all the teachers and staff and students loved it so much its now going to be a tradition at my school!

I've done other things such as math league and art and french club, but it's not really worth mentioning.
Student council was basically like the biggest part of my life, but I had to move so my position as class president ended.

What schools would you guys suggest applying to?
I really want to return home to Texas but financing for a school such as UT (that's actually my top choice) sounds so expensive for an OOS student.
My family can't afford to send me to a school where it's 40k+ a yr if I dont get financial aid even if I get admitted.

I was also looking at
UH and TCU, but those are like back up back ups.

You should have at least a mid 2200 to be competitive for Wharton. ECs are about above average, but not really impressive. You have good academic stats, but I really dont think you have enough to stand out to wharton unless you have truly great essays and recs. NYU is easier, but you will have a harder time getting significant financial aid from NYU.

Why would you ever want to go back to Texas?

Thank you for the reply.
I don’t know whether or not my essays will be good, but I will be writing them over the course of the next three months.
I considered NYU, but there’s the problem with financial aid and such again.
I know UPenn is pretty generous when they accept their students.

Does UT ever give out financial to OOS?
I plan to apply for permanent residency once there, so if the first year I’m paying around $20,000 my parents are willing to let me attend.

Very doubtful you’ll be able to establish residency in TX. [Establishing Residency | Be a Longhorn](http://bealonghorn.utexas.edu/residency/establishing) There are very few scholarships available to OOS students and those would be for Wharton level stats.
