Peter

It would be quite a reach if he were a domestic applicant. His SAT scores are very low, though that average percent is not bad.

Is your son an international student?

My son is an American citizen but is attending a high school in South Korea.

Do internationals have better chances? I'm also wondering, as I have a US Citizenship but live abroad...

Opposite. Its much more difficult for internationals.

Does not look too good with those scores...though they can overlook those if your son is exceptional in other things....

Based on my first month or so here, I'd say that your son would be a weak candidate based on test scores. An ACT 30 is definitely below the middle 50% range (33-35) and an SAT 1940 doesn't look too good. In a nutshell, he's a good notch below the lower 25% mark. However, other factors really do come into play like outside activities, etc. Community service is overplayed, so emphasize something else. If your son has any research, definitely put that on there and talk about it through either the common app or touch on it an essay or two. I see a distinct correlation between research and being admitted here. If not, do what you can with the resume.

Best of luck!
