I am a high tester/low class rank student:

~2110 SAT score (1400 math+cr) with a retake coming next week
~43% class rank due to a lack of motivation even while taking rigorous classes.(still have AP scholar award though).

~decent extracurriculars
I am doing very well this semester(4.66 gpa as long as i keep up the pace) and will probably jump close to 10% in rank by the time i submit my app before february. I will also probably hit high 20% rank sometime in mid march i think(class finishes up senior ranks in an odd way).

Will i be able to get in with around a 15k scholarship(what i need to make it affordable). the calculator says i will qualify, but does that mean i am eligible to apply for that particular scholarship or does it mean i will definitively get it?

The Calculator is an automatic. The calculator requires a GPA, which you didn’t post above. You could get more money through need-based Financial Aid or some other smaller Merit scholarships. As far as I know you have up until you matriculate next August to improve SAT or GPA for the Calculator merit award.

^the calculator does not ask for gpa, only rank. I qualify for $12.5k currently, but i will hopefully will be bumped up to 15k as soon as my new SAT scores come in (hopefully my score increased to the requires 1420+) or when the semester ends and my rank improves. Do you guys think i have a good shot of getting in?

Sure, you’re highly likely to get in. It would take a lot (expulsion, caught cheating, felony arrest, etc. ) for a person who qualified for $12,500 in annual merit aid to be denied.
