It will be tough for you b/c you're asking for fin aid. Colleges would much rather accept intl's they can milk. That said, no one can recommend colleges for you b/c they need to be chosen based on your preference/major. What major are you looking at? What kind of campus are you after? Do you want diversity? How big/small? Party/Nerdy? You should do some research. As for the tier of schools you should look at: US News #10-50 would all fit your profile as it is now. After #50, you might as well not bother leaving your country.

Sorry for not stating my major. I'm either going into Bio-Engineering or a liberal arts college (to take Bio + Econ or Philosophy and then maybe to Med school).

As for diversity/size, I don't really care. I'm just looking into what universities actually offer financial aid for intl. students. I know that I still have more work to do to consider Ivies as a reach, but still, are there any less selective schools out there that might give off scholarships or aid? Also, if I am going to apply to the top schools (HYPS), then do I acutally even have a chance (I heard that even top schools have much more limited seats for intl students, especially for those like me who apply for fin. aid)?

The Ivies aren't the end all in terms of getting a good American education. Look into other colleges besides them. WashU and JHU for example are good schools that would fit your profile.

Take a look at Grinnell College, and other similar SLACs. They offer excellent financial aid to foreign students because they are trying to increase their diversity.

Be forwarned-most small liberal arts colleges do not offer engineering majors. You would need to major in biology and math, then get a graduate engineering degree.
