Chances for California schools?

I’m from Oregon and am looking to apply to Santa Clara, UC Berkeley, USC and UCLA. How good are my chances?

GPA: 4.0 (unweighted) 4.12 (weighted)
SAT: 1880/1250
ACT: 30
AP: Psychology-4 Statistics-4
Valedictorian

EC:
Eagle Scout - Senior Patrol Leader
Vice President NHS
DECA State Champion/National Competitor
Varsity Cross Country -2 years
Varsity Swimming -2 years
Piano for 14 years

Thanks for the help! Any extra information on aid or any advice would also be greatly appreciated

For UCs:

However, no financial aid for non-California residents who do not earn (uncommon) merit scholarships.

It’s uncommon to NOT earn merit scholarships, or it’s rare TO earn them??

The merit scholarships at UCs are uncommon. I.e. you should not expect to earn any, although the chances of earning one are better at those where you are near the top of the admission class.

Costs at the UC’s are $55K for OOS students.

Your GPA is good, but your test scores are not competitive for LA and Berkeley.
USC is super competitive for aid. It’s at $72K per year. If you are not tippy top, the dollars won’t be there.
