International students don’t have edge over domestic students, you are not evaluated against that pool, you are evaluated against other international students.

Maybe you don’t understand university funding because you’ve already asked twice if you will get an edge over domestic students. NO, NOT HAPPENING.
Many universities receive federal research dollars. The federal government gets its money from taxes that US citizens pay. As an international student, you haven’t contributed any money to this government, so no matter how brilliant your resume may be, you won’t get an “advantage” over a domestic student. If anything, your chances are lower.
With the UC’s you may get in but you do understand that it will be at full fees, right?

Caltech: High Reach
MIT: Reach
Stanford: Reach
